    I don't think so; +9 on block means the blockstun is 9 frames longer than the move's animation. While you can throw out :h+p: or :4: :h+p:, if they're still in blockstun when the throw would connect (:h+p: is i5f, so if done perfectly it would) you'll just whiff.     I looked into it, and the listed input is :h3::Link::K:. That means 'hold 3, release, K', so doing :h3::6::k: would just give you :6::k:.

    For Bayman, is :h3::Link::K: any good as a launcher out of Critical Burst? It doesn't go quite as high as :236: :p: , but goes quite nicely into :3::k::3::p+k::H+P: (Except against Bass/Bayman, who I use :236::p: for) which I'm rather fond of. It's not ideal damage, though, so I guess it's out...
