In a recent tweet, TN said the boost is x100 and it is "launch campaign", so I don't think it is permanent. On the other hand they are changing pattern distribution to only the characters you use in v1.02 update, which comes mid-March. EDIT: Oh well it is confirmed to be permanent...- CumuluZ

Not sure about Ultimate but 5LR allows you to unlock those costumes by pressing all 4 bumpers...
