Just did Naotora's Combo Challenge. It wasn't hard but probably the easiest of the cast. Her Command Training was simple as well. I didn't find any tag interactions for her. Makes sense since she doesn't know anyone.

Patch is out on Xb1, finally. Downloading it atm Less than 1Gb on XB1 Play tag for a higher chance of encountering her if you wanna she her in action

Naotora does have a English VA I don't remember if it was FB or Twitter but she DOES have one :)

I highly doubt the patch will release tonight but I'll check periodically. DLC for DOA usually releases the night b4 official date. EDIT: @Rojikku has the patch on PS4. Don't know if he/she means JP PSN or US PSN.
