Overpriced for gaming, got a 3080 instead. But if you're waiting for a 3080Ti you might just as well buy the 3090 as it's not even sure the 3080Ti will get released in the current market and if it will get released it will be very close in price to the 3090 and very hard to get.
Before high speed internet was a thing developers were indeed forced to put out more polished games because once it was out, that was it, you were stuck with it; now they all release buggy, barebone alphas and betas as finished product with the intent to patch the fuck out of it.

That's very weird, 5 should run on a potato. Try uninstalling the Intel Graphics driver as well and set the PC on the High performance power plan: Control panel->Power Options.
Try disabling the Intel Graphics iGPU in Device Manager->Display adapters->right-click on it and Disable; it's useless anyway with a dedicated GPU in the PC and you avoid conflicts between the two this way.
I've got no issue running 6 on PC but I got an Nvidia GPU. Might just be an issue with your PC as it seems others with the 5600XT can run it just fine.
5600XT is very good for 1080p, but it's at the limit for 1440p gaming. If playing fighters at 1440p you need to make sure you're not dropping under 60fps during matches.
If you want to buy a PS5 anyway down the line it would be better to get it now instead of a GPU for PC as there are major stock problems with the RTX 3000 and RX 6800 cards; what you can find now GPU wise is sold for scalper prices, even at retailers. At least the PS5 is sold at MSRP.
Framerate stability wise I'm sure the PS5 is at the PC level; remains to be seen the resolution it runs at and how much the input lag was lowered, if at all.
