No need to. Kasumi killed him to avenge her brother Hayate in the first Dead or Alive tournament. It would be great if he does make an appearance for Last Round, but in the story, he's dead. I'm not even sure if there are going to be any new male characters in the game.

Well, they're adding a stage (or stages) from the first Dead or Alive game, so including Raidou would make sense (even though in the story he is dead).

What if there will be 4? :D I do wonder if they will be DLC or will already be a part of the roster when the game comes out.
