    A better way to compare speeds to other characters is to probably make the "COM Action" do "Free Step Right", and then Free Step yourself with a character of choice in Dojo. Try Sarah (player) vs Hitomi (training dummy), you'll clearly see that Hitomi's faster.

    This BT loop is all you need ( ͡° ͜ʖ ͡°) 9K P+K 2K 4K can be repeated until the opponent holds or SE's Fast out of it if you're too lazy to remember it there's also 9K 9K 3K which has the advantage of working on every environment all the time but it can be crouched
