That was a promotional thing within the company I'm sure if they need Koei and vice versa. A fan changing the hair color is borderline custom character which I hear they're not a fan of. But submit it anyway with a note? More power to you if they do.

For the record if nobody picks anything for Tina. I just want a Blue Mary outfit hell the assets are there take her pants from C1 and the top of her throwback costume change the gloves and give her a big dumb belt. Or just gimme her doa4 C2 modified.

I know you as the Mila player so I associate her with you. Personally I doubt team Ninja would change the hair color but still you could get your design in.

A cool thing would be to gather the artist and have them pick a character. Maybe then everyone will get in? Damn if they did it by communities it would give everyone a shot. Like an FSD pack or DOAW pack. I know some overlap but yeah its still a cool idea.
