Already been mentioned I meant if they released small character packs (5 to 6 costumes per character) with characters that have been in the series longer getting legacy/throwbacks while newer characters get casuals.

No, they're not. Considering the fact that they were created by TN and part of the NG and doa shared universe, and the fact that they're in doa now, it's pretty clear that they are very much doa girls and NOT considered guest characters.
