I'm very sure that Phase 4 is NOT 18 years old, I would say she's at best 2 years old (her being cloned from a 18 year old girl does not change this fact).

Do you mean dlcs with hats can't be knocked off? I never realized that. I know some dlc costumes with hats let you switch out the hat in the costume select menu though (such as Tina's cowgirl hat in her last getaway swimsuit).

That's because her costume is a transformation, from what you're saying, it DOES NOT break, it transforms, you can change it by taunting as well.

If your opponent has a breakable costume, you can break it by hitting them with a critical burst or knocking them into an explosion (like an electrified wall or the floor in danger zone). Phase 4 has a transformation, those only work by taunting, hitting a power blow or a cliffhanger. Also...
