That would still be missing the point... Senran Kagura's ENTIRE STORY AND PREMISE is virtually between Good Ninja and Bad Ninja(there are complications for obvious reasons) even the female that looks like Jotaro is a Ninja, so having anyone else that isn't a Ninja would be REALLY awkward.

I think it's mainly Rig's toolkit and that he's one of the few characters that can continue to kick into other attacks. Not to mention those cannons are pretty fast and even if he's pretty difficult, he can pretty much force techs and keep the momentum with the best of them.
