I don't disagree with you but the matter is that DoA5LR (or 5U) hardly could make interesting original characters without using this system, just because any kind of development is denied to them not being included in a story mode. Even creating characters more singular and complex on the paper...

Who created the outfits, males or females, don't have so much importance IMO becuase in the end this is again part of their work and not a representation of what they wish or want see (of course the two things can coincide, but hardly when the work is part of a teamwork that divides the tasks...

If you are talking of Hayashi here, personally I don't think that interviews as these show something of his opinions as persona. He is just trying to sell a product promoting its sexual features to the people interested of (and such feats were created because there are people interested to)...
