If someone's completely new to DOA, there's still things to be learned from past games; DOA is still DOA. If you don't already have one, I wouldn't go buy someone just for the week though.

Things are only as we perceive them. DOA4 is backwards, but if someone wants that it wouldn't be considered bad to them. The word bad itself is only as someone perceives it.
BUT from a competitive stand point, I don't think there's a high level player out...

Not true. p2p, kk, 3p, 6k, 1p, 3k, pp4p, 2k, 8p, 66p were almost exactly the same or very similar, with some variation in the follow ups. The biggest thing that set them apart were their throws.
Also: Every character played exactly the same in DOA4.
You almost can't bring characters from another fighting game without having the same styles, there are only so many. Akira is VF's main character, not adding him would be a little silly.
Leon and Ein (at least he was in 4) are filler. Leon and Bayman shared a good half their move list, and Ein...
I believe so. Unfortunately it didn't give you anything. I know someone who liked using it for wakeup kicks, but I'm not 100% sure what he did before or after.
It's not all that fun at high level, or near it. Opinions only seem to differ between skill levels or knowledge of other games. Anyone who's played DOA4 at the highest level will tell you "Competitively, it's a bad game". Anyone.
My "main(s)" in DOA4 were Jann Lee, and 'Busa. 'Busa doesn't look all that exciting anymore, and I can't NOT play Mila, so I'll be dropping 'Busa for her.
