For something even as small as this, you have man hours in developing, testing, marketing, and supporting it. Imagine all those jobs and multiplying it by about $50,000 each (average yearly salary).

If it requires the publisher effort to promote and release, they'll ask for money to do so. They are never a charity.

@Force_of_Nature is correct. The minus guard breaks are only because they have a move that has a huge amount of recovery but they still want it to be a minus attack. If it was a normal guard stun then it would *feel* like it's + because you aren't able to do any input or animation change when...

@UpSideDownGRUNT Actually, it isn't the official DOA6WC platform. The DOA6WC mentions platform decision is up to each organizer of the event. No where does it say it suggests PlayStation 4 be used over any other platform.
