It's not unfinished at all, a lot of concept art is rough cause it's not supposed to be final work it's a process for the final design you see in the game. Team Ninja's art team was inspired by this artist's concept. same goes for Kokoro's Sleuth attire; the art isn't amazing but the concept is...
