Some people won't use him, sure, but neither me nor the other Tengu fans need people to use him. We just plan on using him ourselves. Ein players don't need a ton of fellow Ein players, and the same goes for Leon.

I still play Leon on occasion, though I never intended on subbing him, and I hate Ein, but I have every intention of learning Tengu and making him a secondary/tertiary character once again, just as in DOA4.

Well, if they're trying to promote Tengu, they've done a hell of a job considering how many people were dragged into this inferno for one simple photo.
