I would say choose a character you really like and learn to fight with him/her and do not choose one which is easy to fight with. Because if you choose a character which is easy to play with you might drop the character after a while because you got bored of the character.

No you can't counter or block during the side step only after the you have performed the sidestep. If you getting hit during sidestep that means you are either timing it wrong or you get hit by tracking attacks remember not all moves can be sidesteped.
