I honestly wouldn't expect to see a lot of character development with P4. Out of the 3 DLC girls she got the shaft in every way imaginable. She couldn't even get her own theme! They'll probably kill her off in 6 (if she even gets included).

That is a good point but I wouldn't say that not seeing a new character at TGS confirms that there will be no more added. The problem is this isn't like when they went from 5 to 5U/5UA. In 5U they've been adding the characters as DLC rather than hold off until LR so they may not have had enough...

Bunnie Rabbot!!! I remember seeing her in a comic as a child. Why they ever chose that annoying Cream over Bunnie as part of Sonic's main crew is beyond me.
