For DOA, you only need to buff the weaker characters. But to buff the weaker characters, you have to make system improvements to compensate behind it. Otherwise you'll have buffs with no actual priorities if the system doesn't open that gap.
Course Cell saga was really good too, I enjoyed it as much as Frieza saga. Buu saga too but then you'd start looking around and feeling bad for Tien, Krillen, Piccolo, Chiaotzu, and eventually Gohan and Android 18 where they are just there to fill spots.
Not only that, but other characters play a specific significant role in some fashion in OG DB. I still believe that forms of power scale started going too crazy when it hit the Buu saga.
