True but if you've seen Tengu's animations, having a character without wings perform them really wouldn't make any sense.

There really isn't a reason though. She's never been a playable character in any game she appeared in and has no evident fighting style. The only substance (if you could call it that) backing up the possibility of her inclusion is people spamming TN's FB wall with pictures of Irene. Otherwise...
