You answered your own question. No, not all throws allow guaranteed follow ups. Most of the command grabs that just reposition characters give you advantage, but it's naturally going to vary from character to character.

There's an achievement for turning Danger Zones off at stage select in DoA5. It's almost like they KNEW pansies like you existed...lol.
