From what I've read from GameFAQs, this is basically a copy-paste of Fortune plus 3 million money cap. The only reason to get Scarlet is if you want to play as Misaki and Leifang now.

Indeed, there is "special treatment" to the female cast. Those three characters just have more. Special++ haha

Found new scans. Nothing new but it introduced Misaki and Leifang.

I'm sad for the PS4 version. I mean, Mortal Kombat 11 shows extreme violence like ripping off skulls from the face and all that, what's a strap falling off? It's not like DOA is showing nude characters with private parts. GTA can get away with it. lol
