I have the feeling that the PS4 Pro is just Graphics mode on base PS4, but it's 1080p and can actually run worth a damn.

It's just because they have to have it so the animation "works" without clipping into a character's face while also having characters of different sizes (replace Tina with Bass for instance). They'd have to animate a few different break blow versions for different size classes of characters...
