The black dress one is one of my preferred ones for Kasumi. I just don't like the style of "kimono" kasumi. She looks like she fell into a closet while changing. I don't even know how she got her legs into those "boots".

Again, the costumes selected for future DLC can be any number between 0 and 350. It's all up to Team NINJA. The top 10 plus some other voters will get swag prizes, and those top 10 are decided on based on community votes ('likes').

That one winner is not guaranteed to be in the game as DLC. It was said there are at least 10 possible winners, all of which will get some sort of swag. All submissions were looked at by Team NINJA and have a chance of being in-game DLC based on the decision of Team NINJA. Edit, but maybe y'all...
