You missed the point then. What we're saying is that aside from the skin, it doesn't really represent "Momiji" as a character.

Look at it this way, some of the best designed characters are those that you can identify by their moves. You see a hadouken you think Ryu; a dragon punch, you think Ken; Berserker Barrage, Wolverine; Izuna Drop, Hayabusa (or Guy it it's in 2D); lazer eyes, Devil Jin. Simply reskinning a character doesn't really work.

Yeah, but let's be fair here. If you're really going to put the time in to make new moves which require you to fiddle around with the hit detection, you might as well just try to make your own fighting game engine from scratch. Making character models, backgrounds, and designing moves is the easy part. Making the hit detection system, and tailoring movement along the z-axis is the tough part.

If Momoiji is going to be in Dead or Alive 5(which i doubt), then i suggest that she has a different moveset from the Ninjas, especially from Kasumi's and Hayate's.
It's best if she fights her own unique way, instead of being another "ninja clone" added to the roster.
