Maybe because they are American characters and that's what the creators thought when first designing them. Also Jacky is 3 years older than Sarah, not 2 years, so he's 27. I've noticed it was mentioned in VF1 biographies of characters, that were born many years earlier, Sarah was born in 1973, but I get the characters don't age, except by 1 year each new installment.
Also Sarah shares the same birthday as my dog, she was also born on Independence day. Funny (maybe?) that my next dog will also be a female pug but I plan on naming her Sarah (after Sarah Bryant), she would be the first Sarah with my family name since my great grandmother. Same spelling too.
