Yes, that was a change to 4.1's update patch. Itagaki made that area a critical state so that you could hold immediately. It's due to the infinite loop caused by the partition in such places as the Las Vegas highway.

The same thing can be done with Bass' :6::F+P: in the Wrestling Ring. In 4.0 you couldn't counter immediately off the rope bounce, but since you can in 4.1 it made both throws quite pointless.

Seriously though, he made that area a critical state because so the user could hold earlier after a wall partition and escape the infinite loop faster, which had the affect of allowing you to hold sooner after a wall crumple (i.e. wall natural combos like Ein's :3::K::K: and Kokoro's :6::K::P: were removed) and after that special irish whip version of the throws in DOA Coliseum.

oh man lol... you should have heard my friend when I countered before I even hit the ropes..He doesn't even bother with the grab anymore.

That's DoA4 for ya...Itagaki didn't even give us time to really mess with 4.0 and 4.1 was pure crap.
