Leon and Bayman haven't been the same character since DOA 3, and were even more distinct from one another in 4 and Dimensions (from what I understand. I didn't play it). As for Ein and Gen Fu being more popular, cutting characters due to their popularity (or lack thereof) would be a bad move in my opinion because there will never be a character that absolutely no one plays. Everyone has both a fanbase and a userbase, which is why these decisions shouldn't be made based on popularity alone. For the people who are upset about Ein being apparently cut, Ein and Hitomi are way more similar than Leon and Bayman are at this point, not to mention the fact that from a storyline perspective, Ein has been irrelevant and pointless for the past two games, not including Dimensions. At least Leon still has a storyline going on, and it would be weird to just drop him out of nowhere without at least resolving it. Just to be clear, I'm not saying it's a good thing Ein's gone (if he actually is), just that getting rid of him makes more sense than getting rid of Leon.
Besides, I fucking love Leon.
Bayman's story: I slept with the Kremlin's daughter, got kicked out of the russian special forces, assassinated an important guy and now my former employer wants to kill me so I have to kill him first, played knife frisbee with Hayabusa, I'm currently accepting payment from the woman whos father I murdered (trolololol), I took some really bad acid, and recently discovered I enjoy playing Battlefield.
Leon's story: My girlfriend is dead and I hate everybody. Especially Zack.
Okay, so, Leon is kind of under-developed. Cool guy though. I can totally relate. And there is definitely pure rage in his attacks compared to Bayman's, which is great for when you're ready to start playing angry.
