Holds Frame data HELP

Hi there again. If someone is well informed about this theme i will be very happy.
How much ''StartUP'' , ''Active'' , "Recovery" frames has a normal HOLD . (HIgh , mid , low).

According to the guidebook all holds are 0(18)12. Not sure if the frame data in the guidebook is correct though.

it's 0(18)12 when you're not in critical state. it's 0(18)17 when you're in critical state.

So it means that each hold in crit state add 18 frames more to the stun and -17 disadvantage:???

if they hold on the last frame, and you want to hit them at the hit level of their hold.

To it looks like that i can punis every hold on reaction (when i see it) with 15-20 frame hit.
