At that point in time, people were still playing ST competitively, people were still playing Alpha 2 and 3 competitively. In fact America dropped 3rd Strike for some time before the Japanese showed folks that it was legit.
Also, information flowing faster doesn't mean stuff gets discovered faster, especially since most folks are just copying whatever they see on YouTube and people are still, to use the old saying, "saving that shit for nationals."

#1 You win on the SF point, alpha 3 was big in my arcade among the SF crowd but 3S is garbage in my eyes.
#2 Information flowing faster means that once its discovered its going to get out faster (Hence, you'll "figure it out" faster) You can try and save as much as you want but some 12 yearold wonder kid is going to figure it out and tell his buddies or someone who mains another character but dabbles with others will spill the beans on a set up from another character that gives him trouble and on and on.
People will go online and try something out on someone and then he'll turn around and try it on someone else - and eventually someone like a Sorwah or Virtua Pai - Who are more chroniclers than competitiors - will let everyone know.
Hell, Perfect "New Tier List Every Tuesday" Legend will want people to know how smart he is and let the cat out of the bag on anything, (even if its just a theory) anytime you give him a keyboard.
