Remove the half kimono sleeve though and its literally just like them.
What kind of answer is this? XD The Half Kimono (that is not only a sleeve but also as partially skirt that so want be more evident on the overall design) is part of the outfit of Kasumi while missing in the ones of Mortal Kombat: you can't not consider an element of it, the presence and the missing of everyting want communicate something of the design to the viewer.
In addition it's not the only decorative element present in the outfit, as indicate the pattern covering all the blue cloth, the gloves, the tiara, the ribbons, the fake blue hairs, and the metallic parts (Japan culture, show mercy of my ignorance and ignore the terms that I used... >_< ). The outfit is overall truly elaborated in a fashion style, maybe the fan art show the details better than the low resolution of the design.
By the way I believed that you didn't get what I meant, it's not just a matter of similar looking, but the concepts behind the outfit seems to me clearly different from the ones of MK, oriented instead to an armor appearing at the same time sexy but in a plain and not complex way (a direct showing of skin). I'm not saying that one is better than the other, I was just limiting myself to indicate what according to me is the difference between them.
