I think I found it.
in hex editor offset(or addresses?) 5020 ~ 5070, there are many
00 00 FF 00 CD CC 8C 3F things.
I changed these things to 00 00 FF 00 3f 3f 3f 3f. now akira can barely counter rig's bending stance throw. lol
