What I get from that post is it likely won't release in the west, and will either have a small digital only release or best case scenario dual language support in the Japanese /Asian version.

It was commented on in the X3 main thread. Its one of the stupidest, laziest excuses I have ever heard. Unless there are going to be HOURS of complex interactions and specific animations (which we all know there won't be), then its TN's way of saying "lets get a measly few hundred dollars/euros/*your currency here* out of our loyal fans at their expense."
