Here is a list of special damage modifiers and invincible states. Simple cases of counter and hi counter strikes/throws/holds are not listed.
"Counter" and "Hi Counter" states grant damage increase for all attacks in a combo.
"Special" ways to get counter or hi counter state:
Invincible states. In this situations attack will whiff.
It's possible to get damage modifier for single attack in a combo without affecting damage scaling for the rest of the combo.

Strike with "close hit" property on close hit on NH: 150%
Strike with "close hit" property on close hit against back turned opponent on NH: 160%
Strike with "close hit" property on close hit against crouching opponent on NH: 160%
Strike with "close hit" property on close hit on CH and HCH: 160%
Strike against opponent in critical stun: 50%
Power blow strike on NH, CH, and HCH: 100%
Mid or low strike against crouching opponent on NH: 125%
Strike against opponent on the ground: 30%
Down strike against opponent on the ground: 100%
Down strike against midair opponent in juggled state close to the ground: 125%
