Here's the text in chronological order:

-7 isn't safe... that's a guaranteed command throw for all characters. If he meant -6, that's still a guaranteed command throw for grapplers, but I'm okay with that.

I hope that's just a typo (of a typo).

Looking at frame data from the E3 build, here are the changes mentioned on Twitter:

H+K was -10, now it's +8
P+K was -7, now it's -1
4K was -5, now it's -1

Not bad at all.
