Ingame Zack's outfit does look really cool, I have to admit. And during a fight you can't really see the ugly textures of Rachel's costume, so that does look really good as well...from afar.
And Ein's costume isn't as BDSM as we thought... The lower half is more rocker-like and he has cool demon feet/shoes.

Yes, download the costume pack 04 and play against opponents in team match, that wear the new costumes.

Saw a few of the outfits in game, here's my opinion.

Leon - The armor looks better than ever, looks really good now.
Lisa - Ugly as shit, worse than the character select screen made it look.
Rig - Looks kind of nice if you ignore it's a halloween outfit. It looks comfy to wear.
Brad Wong - looks good as expected.

There were, Lorelei in Dimensions had everything from the original except for the bottommost level.

I have never been able to do an Izuna from any of them though.

That's weird... You must have really bad luck, because on average at least one character out of the 7 opponents is wearing a Halloween costume, when I play. Mostly the guys though, because they have less costumes and thus a higher chance to wear the new costumes.

Sarah looks good and her hair looks exactly like Tina's. lol.
Ein has cool demon shoes like Tyaren said.
Eliot has black pants and pirate boots.
Jacky basically his cape outfit with some tweaks.

Pai has the maid outfit with granny panty underwear.
Kasumi's outfit is just a white shirt with very short shorts not sure what it's supposed to be for.
And Mila....lol

Have yet to see Rachel or Momiji though. -_-

So... are we gonna have Jann Lee/Zack Halloween costume banned in future tourneys? The sheer ridiculousness of the outfit would interfere with the opponent concentration and should warrant immediate banning.

Anybody using Ein Incubus outfit results in an immediate DQ as well.
