Someone needs to pull Leon out of the desert mourning at some dead woman for 2 years in order for him to come back at the tournament (probably someone like Bayman).
As for Momiji/Rachel, I don't think they have anything to deal with DOA's story. At most, they are just going to be like Ryu's assistants in pursuing P4 along with Mugen Tenshin ninjas.
