I don't think so: VF it's far from being popular in the West (and some players of DOA5 actually hate the guests characters) but in Japan the things are completely different. So doesn't surprise me to see Japanese people voting in large part for Sarah and Pai, so to make conquer them even a place in the top ten (they are two of the most popular girls/characters of the series together with Aoi).
About Sarah, I think that she got only 2 entries in the contest, with the other being drawn worse (and we know that this influence the outcome) but overall blinking the eye to Nina Williams from Tekken. Personally when the contest involve already fans not from 1 but even from 2 fighting game series, doesn't seem to me a good idea to create an outfit inspired to a third "rival" game that could be - silly - disliked by many fans just only for the source (indipendently from being even a great idea).

just because its legit doesn't mean i cant bitch. its fucking irritating how western and japanese fans cant seem to agree on anything except that they play DOA.
This is common, no surprise there. Most hate come from players who don't know how to deal with them lol.

1. Ayane .............uurgh whats wrong? one of ther borest Costumes makes first Place >? yeah make the Girls nude already ............
2. Hitomi .........looks like all the other Costumes with a skirt to me I voted for Superwoman Hitomi .
3.Kasumi .......Bones Outfit is great but on Kasumi maybe P4 ...wait ahh they are the same ...no yah fits i think
4.Nyo Tengu .....absolutly perfect ...voted for that )
5.Phase 4 ......ah yeah dont care about the Ass but its a Design that shows Emotion
6.Kokoro .......the same with the HItomi Costume ...still the same like we already have in Schoolcostume ect. boring
7.Sarah ........there wasn ´t so much for her .so thats Unique
8.Marie Rose ....yeah there weere much better Costumes for her but this one fits her,too and her Fighting Style.
9.Pai ......mmh cant say really i cant say ......
10.Lei Fang ...one of my Favorite if its Fetish or not.............. like this a lot
But the most important Challenge for TN would be ........to create every Costume from the first and second Contest and satisfy all of the Fans who worked for it .

Again, winner of the contest doesn't necessarily mean that it will become a DLC one =)
EDIT: By the way, like you say it's pretty possible for TN to apply changes for making the outfits more functional to the game.

i was really sure the mafia hit girl hitomi would win for her. kinda dissapointed about it but not the end of the world.
I also thought, it was going to win a top spot... The design was great, the artwork too and Team Ninja spotlighted it on their Facebook page all week long. But silly me, it wasn't nearly slutty enough, so the updated version of Penis Tie Hitomi won instead. XD
