The slump is a legacy animation from older games that was not completely phased out. Some characters have certain attacks, typically throws or holds, that put people in this state. Bayman's 66H+P is one of those attacks.
Other characters, like Alpha, can actually use unique moves like her teleport when she is put into this slump.
