That's in general for 2d fighters. Like I hate how in the anime fighters you can bumrush for juggles basically without consequence. I get "oh but there's burst/breakers" yeah but you can only use those once or twice making them totally useless since they just keep rushing regardless.
Yeah I was going to touch on that aswell..... assuming if anyone was curious.
So another thing I consider to be cheap...... is an extention of what I said before..... in addition to making sure that everything can be properly countered/punished..... they skill required to Punish or Counter someone abusing a cheap move should not be ludicrously difficult to execute.
It would suck if I can easily spam a cheap move and you had to pull off some complicated and highly impractical manoeuvre to stop me from abusing said cheap move......
And as you said mentioned yourself.... it would also suck if The Counter Mechanic to a Cheap move is tethered to a resource like a Super Meter or Stamina Bar but the Cheap Move can be repeated infinitely...... looking at you MKX !!!
In both those scenarios a game can be perfectly balanced and yet still feel cheap.
