Why Phase 4 is considered unsafe whereas characters such as Ayane are safe?

I am new here. I m currently searching about the "Safety" topic. There are a lot of information online, but it is pretty hard for a new player like me to really understand them. I really like phase 4 as a character, but it seems that she is pretty unsafe. I am just curious what does "unsafe" (and why Ayane is "safe") and how is it going to affect the gameplay?

Safety in fighting games typically refers to how punishable characters' moves are, most often when blocked or missed. There are a number of frames of animation to determine how long it takes you to recover. The longer the recovery, the more unsafe a move is considered because that window for punishment is extended. Whomever may hit first in the moment is considered safe. Many people will refer to a character with many unsafe moves as an unsafe character. This is how the risk-reward of throwing out moves in fighting games works.
