I'll be on Xbox One and quite a few others from here. PS4 gets the online popularity vote because it's uncool to not hold a grudge for shit MS pulled over two years ago now and never actually did. There is a healthy community on KI to this date from launch and I think a ton of people will grab this. First 3D fighter on the console and there's a large installed fanbase for DoA on Xbox.

Though, I guess in theory, TOs could have people bring both an XB1 and PS4 so that people can play on the respective console of their choice.

This is not going to work because, as a player, you generally have no choice on what station/console you'll play in. You just go to wherever the TO or the marshalls tell you to. Besides, if someone did set it up like this, someone who wants to play on PS4 eventually have to fight someone who wants to play on XBox One.

Because the xbox1 core fightershas 4 extra characters.

There's still a much larger install base on the 360 than either current gen console and you'll have plenty of people buying Last Round on 360 or just using the patch from Ultimate. You'll have people to play with right up until you decide to jump into the current console generation. Don't worry too much about it. People tend to come back around patches if nothing else.
