Since the tier list we have is outdated I felt maybe I can at least make an attempt at making my own tier list. Here is my depiction for the most part:

Online tier list
U: Gen Fu, Christie, Helena
S: Leifang, Ryu, Hayate, Rig, Akira, Kasumi, Ayane, Mai,
A: Kokoro, Hitomi, Tina, Zack, Jacky, Sarah, Pai, Phase 4, Bayman, Mila, Jann Lee
B: Marie Rose, Ein, Brad Wong, Bass, Raidou, Rachel, Nyotengu, Momiji, Lisa, Leon,
C: Naotora, Alpha-152, Honoka, Eliot,

Offline tier list
U: Gen Fu, Christie
S: Helena, Leifang, Ryu, Rig, Akira, Kasumi, Ayane, Hayate
A: Mai, Zack, Phase 4, Eliot, Tina, Bayman, Sarah, Kokoro, Rachel

This is based off my experiences from watching offline and playing online. This will not be my final tier list. But for now based of my watching experience offline and playing online. Maybe when I play offline more I'll have a more accurate tier list. But for now here is my beta tier list. Thoughts?

I'm curious why Alpha is higher tier offline
I feel that Alpha offline plays better offline than online. When I watch alpha offline, (mainly Xcal) I see how she got far. Heck she even won a tourney I think. Something that I'm still shocked about. But I have to give her the respect she deserves. Reminder, this isn't my final tier list. I made several changes to it just yesterday.

Here's my updated list (No order):
U: Gen Fu, Christie, Leifang, Helena
S: Ryu, Rig, Akira, Kasumi, Ayane, Sarah
A: Mai, Zack, Phase 4, Tina, Bayman, Kokoro, Rachel, Pai, Hayate, Hitomi
B: Alpha 152, Brad Wong, Lisa, Jann Lee, Momiji, Jacky, Mila, Leon, Eliot, Raidou, Nyotengu, Marie Rose
C: Honoka, Ein, Bass, Naotora

The only thing I'm debating is whether I put Eliot in the A tier. Thoughts?

She may be good in the hands of a great player but in a laggy connection she gets away with so much

Not really. Most of her strings are straight forward. The problem is yes lag allows her to be held less but also since not many people don't fight alpha, minus the competitive people, they don't have the proper tactics to fighting her when they do have that opportunity.

I don't think her strings are straightforward, there's so much manipulation you can do with them.

She's a super fast character with a number of safe moves she can use from a lot of strings. I think any character fitting that description moves up a tier in lag.

After that her overall speed in regards to movement to me is similar to Ayane and yes she's fast but Kasumi is super fast. And lastly I don't feel that she's safe all the time. The only character that I feel is truly safe is Helena where you can't throw punish a lot of her moves. Also factor the fact she has the worst holds in game and lack of wake up making her have to guess what the opponent will do next, and she has no teleporting which is what made Alpha so dangerous to begin with and I feel that she's a low to potentially mid tier online character. Not that she sucks. But there's a reason why Alpha's barely seen.

Go through her command training if you don't think she has much string manipulation.

A character's speed generally refers to their strike speed which is also what makes her a better character in lag which is what I'm getting at. Pairing fast strikes with safety means it's usually your turn to be on the offensive, especially online. And if an Alpha player isn't safe all the time that's their fault, she has a safe option from almost every string since 7K (-5) is available from 75% of her movelist and if that isn't there she has a GB (distance safe or -2 in PPPPPPP/3PPPPP's case), 3K (distance safe), or 66P (-4) to cover the rest. PP2KK/2KK and 33KK are the only strings I can think of off the top of my head that doesn't have a safe option.

The worst holds and situational unsafe WU K are the same thing offline as online so I don't count them in deciding if she's better in one or the other.

Hayabusa being S tier in both Online and Offline? That's complete bullshit.
Alpha is not that low in Online. She gets away with a lot with frickin bad connections.
Phase 4 should not be that high. especially in online lag.

I don't even bother looking at the rest.

You might as well remove C and B on the online list and place it higher. So many inconsistencies, Nyotengu's P+K, Mai's 6PK, Leifangs 46P.

Also U section? I know TN made that involving a U but I don't think that actually exist within DOA. There's a very few select games that have their tiers having a U. U means that the character is good in everything but on a higher level to it with no real flaw behind it. There's S and there's SS. VF has a character listed as SS. U is higher than that to where they actually ban the character.

Wait, what? U is actually a thing? I've never seen that before in anything ever. I thought that was just some garbage new grade added for DOA5U because TN thought they were being clever.

Yeah, it was recently listed on Marvel vs Capcom boards and Shoryuken.com threads for boss and unplayable characters, it was even listed for CPU God Rugal in CvS2 and so on. My response is the same as yours, I thought it was some silly thing they came up based on the game's title or ranking letters for online gameplay. They later just removed the whole U thing because there is no point. At this case, there's no actual thing as U.

I first heard about it on DOA5U like everyone else, same boat.

Is the "Online tier list" necessary? Just mash more buttons in a 1-bar connection.

As for the "Offline tier list", it seems pretty decent overall if I were to assume the tiers were: S, A, B, C, D (Though, honestly, DOA5LR doesn't really have a "D" tier besides Naotora. @The Spine).

I would switch some people like Zack & Ryu around, move Mila up 2 spots, move Jann Lee & Hayate up 1, switch Bass & Brad Wong, etc.

It indeed is an improvement. Aw... You don't seem to think much of Momiji, or Leon. Those 2 can tear it up. Bass is not to be underestimated either.
