Brad Wong is still one of the worst characters in the game and he can be crushed by anyone who knows how he works. The biggest problem is still his movement speed. It just doesn't work and destroyes the balance.

Bad games to online netcode of DOA5. Good games to SCV's netcode. But hey, at least we have DLC in DOA! (sometimes I really ask myself why I still play this stupid game. Its not even fun actually its just stuuuupid and laggy)

"If" people say he's low tier then definitely not because he has to many moves. Maybe because he's too slow or because some people just don't know how to make a good use of his trantitions and evades. Eather way... he is not a low tier anymore imo; so far I would say he's a solid mid character

Not with this netcode... The one in SC5 is the best I have seen so far.
