The characters aren't placing Top 3. The competitors are. There's a difference there. One wielding a sword and the sword itself.
You are. Everyone else isn't because that's backwards.
We define tier lists by how the best players use those characters.
The method of basing tier lists off of tournament results are only viable when;
1) The amount of skilled tourney players is very high
2) The skill level of most of these tourney players is pretty similar
3) There have been a lot of tournaments to have a viable sample size
4) All characters in the game have been used extensively in the conditions above
DOA basically only has number 2. The amount of skilled players that join offline tourneys is limited, the amount of tournaments held is limited, and we rarely see character variety (let alone the full cast) on display in any of the limited tournaments we do have.
That approach is why tier lists are mostly a joke.
