It's all a matter of opinion. Personally I find Mila to be the most horrendously boring character in the game regarding their fighting style. I believe she was designed with boredom as a primary focus. After that would be Gen Fu, Sarah, Momiji, Pai and Zack (there, I did it; I just pissed off half of everyone here, lol).
I was actually thinking about this earlier, take away Momiji's fire and she's very 'eh.' Pai, idk. Have you ever seen Codemaster's Pai? It's mesmerizing. As for Zack, boring is that last word I'd use for him. xD

Hey, let's talk about which characters did Team Ninja animate the best. I mean in a purely visual sense.

First place for me would be Rig. I don't care for him at all, but seeing him fight looks always really cool. Very fluid, natural and powerful.

Brad would be second place. I do care for him even less than Rig, but I love how fluid and unpredictable he wipes the floor.

Third place would be Tengu. I love how fluid and floaty such a heavy looking character twirls and swirls across the floor.

Honorable other mentions would be Ayane, Lisa and some of Baymans grabs do look really fluid, impressing and bone breaking too.

I somehow don't like how Rachel, Momiji and Jacky are animated. They look a little stiff, not so fluid and especially Jacky has the worst facial animation of the whole cast. As some of you know, I use to take lots of pictures in photo mode and while I do recognize, that Team Ninja generally did an amazing job, animating all the faces, they obviously didn't care so much for the Virtua Fighters. But especially with Jacky they somehow completely dropped the ball. His face looks weirdly cramped, as if he has a bad toothache all the time. I've given up taking shots of him while fighting completely...

That's why I love Brad. His new realistic look is great and his movements, especially in the hands of a competent Brad Wong player, look really cool.
