It's disc-locked content. You must have a copy of Gundam Wing: Endless Waltz on DVD, unlock all the other on-disc costumes and clear all arcade courses with Ein, getting at least 3 or more Greatests, and you must buy all of Ein's DLC costumes to date.

By doing all this, you'll unlock Heero's sexy doctor outfit from a popular Gundam Wing hentai doujin, which he used to kill Relena.......... virginity-wise.

Both 'tropical' and 'sexy' are adjectives, so no. "Tropically sexy" would have been better; still somewhat awkward phrasing, but better nonetheless. The Ultimate Sexy pack has the same problem, though that's at least somewhat justified by the game's release.
