If you open the famitsu scan in a new tab and press ctrl and + key simultaneously you can blow up the image. its definitely @Boogie 's rig outfit. By far his best submission and was actually drawn and not photoshopped images put together like the other one in top ten

3 could be Tina or Rachel in a new hairstyle honestly, as Tina already has a new costume

In other words, I doubt green (see posts above) is Rachel. I don't see nor blonde nor female hair.

Different colors aren't so much the problem imo since they did change some of them for other fan outfits. But you're right it doesn't look like Rachel at that angle.
