Rashid looks awesome, I really wanted a new speedy character and he is that plus he has tornado moves which makes him even cooler.

Btw the leak list seems to be right as Rashid was in it meaning the remaining characters are

-Zangief
-Sim
-Juri
-Karin
-Urien
-Alex
-Laura
-Zen


Although there are 3 new characters listed and the initial roster will only have 4 making 2 more remaining. Laura (said to be Brazilian) is definitely going to be in since there has to be a new girl amoung the newbies, meaning either Sim or Zen will make it to initial cast and the other is probably a new boss (who could be unlockable/dlc).

Then there is Zangief, Juri, Karin, Urien, and Alex for the 3 remaining returning characters, 2 more being characters you'd expect in a SF game and 1 more being a character we haven't seen in a long time. Zangief and Juri are going to be the 2 you'd expect (Juri is a popular and well established SF character) meaning the last one has to be either of the other 3.

Although it seems more likely that it'll be Karin due to her being unofficially revealed with R.mika, her being the most wanted character right now, her having huge popularity in Japan and Internationally, and the hints towards her in the past (like the red bag and red shoes hint). And fans already expect her reveal at TGS. Plus this came out about Alex and Urien before

But whoever the 1/3 who make it in the initial cast is, the other 2 will be dlc.

As much as I want Karin, don't they need the Manga creator's permission to use her first since he designed her in his Manga?

I don't think he looks that similar to Shaheen.

He doesn't, but I find it interesting and lame at the same time, that both Tekken and Street Fighter add a stereotypical Arab character to their roster this generation. Two developer teams got the exact same marketing idea at the same time:
"Hey, let's add an Arab character to the roster, to satisfy the growing Middle Eastern gaming market. But let's not do something original, but completely stereotypical, a bearded sheikh will look great in our roster and other fighters have luckily not done anything similar yet. :D"

Well this is Street Fighter, almost everybody if not everybody is a stereotype.

Although I don't see the problem, majority of Arabic men do wear turbans. And it's not like he got the same "long red and white the the black wrap" one.

Alex and Urien were already deconfirmed, since Street Fighter V needs 2 returning characters, 2 new characters, and 1 character we haven't seen in a while. They might come as DLC...

Oh then I guess that means Zangief, Juri, Karin, Laura, and Sim/Zen will be the remaining 5 then.

I don't see a problem either. People actually tend to like character archetypes and tropes in games, films, books, comics... even if they would tell you otherwise. ;)

Karin will very likely be revealed next week on Tokyo Game Show. Makes sense to reveal Japan's most favorite character on Japan's most important video game convention.

The point is that if you want add a character for making the roster more various from a nationality point of view, then you are almost forced to make it visually stereotypical just because this is the best way to make it immediately recognizable from everyone as a character from a such country. Leon from DoA is definitely a not stereotypical Italian guy, but indeed no one could ever think that this is his nationality and so in the end what is his origin lose of meaning (he could come from anywhere and nothing would be different with him).

Said this so far Rashid seems to me a cool addition.

This was answered by Banana56, but to elaborate a little more, this isn't how IP rights usually work. As the IP holder for Street Fighter, anything directly-related with SF belongs to them. That would include Karin. She may have been designed by the manga artist, but that doesn't really matter, as this was still an officially-licensed Street Fighter manga, not an original work (which, 95% of the time would not be owned by the mangaka anyway, but rather their publisher). Regardless of the designer, as a Street Fighter character that appeared in official Street Fighter media, Capcom owns her and can use her however they want (which they have done several times over the years).

Rare's work on Donkey Kong Country is a good comparison. The Kremlings were original villains designed by Rare for that game, so one might think they stayed with Rare after the Microsoft buyout, but they eventually clarified that as DK villains in a DK game, they were tied to the DK IP and are therefore owned by Nintendo, not Rare.

IP rights are confusing, and there's always an exception to everything (the terms of a licensing deal could specify that the designer retains use over original characters, for instance, or even that both the IP holder and designer are equally free to use them), but this is generally how it goes.
