As far as I can tell it's just a glitch fix. You can SE again and I don't know about Bass or Helena but Mila has her 1.02 ground game back.

If I'm not mistaken regular 1.03 was 220-ish too. Why? because it included the beach stage. In fact the beach stage in the PSN store is just an activation file of 100kb.

Now in 1.03A I don't know.
