The juggles are no different in 3.1 than they are now (with the exception of slope relaunchers pretty much disappearing.) Most everyone still uses the same juggle they have used since DoA2 with some slight variances here and there.
What people are referring to is the difference in the stun system and how DoA4 and 5 over emphasize on the stun game.

DoA3.1 was the Japanese release of the game. DoA3.0, while still good, was a little rushed to release on time in the US for the launch of the original xbox. Unfortunately the US never got the updated version of the game.
